Nalukui Milapo holds a PhD in International Politics and Masters in Development Studies with a Governance and Democracy Specialisation. For the past 17 years, she been a Lecturer in Development Studies and Research Fellow at the Institute of Economic and Social Research at the University of Zambia where she focuses on Governance, Democracy, Development and the Gender
nexus.
Nalukui has undertaken basic and applied research including evaluations for institutions such as the EU, World Bank and UNDP in her native Zambia and other countries. Her publications include
Strategies and activities to increase women, youth, and persons with disabilities’ participation in Zambia’s 2021 elections, EU support for women’s political participation and leadership under the EU’s Gender Action Plan:A case study on Zambia (2021) and Women representation in Zambia’s trade unions (2019).
Nalukui has served on various boards and committees including the Government of the Republic of Zambia Electoral Reforms Technical Committee (ERTC) whose mandate was to review legislation, policies and administrative issues related to Zambia’s electoral process and develop recommendations to facilitate the holding of credible and fair elections during the 2026 elections and beyond.
