The Network of Citizen Organisations for the Consolidation of Democracy in Central Africa (ROCIDAC) is a regional election observation network in Central Africa, established in 2026 under the AHEAD Africa project. It brings together seven member organisations working across Tchad, Gabon, The Central African Republic, Burundi, Cameroon, The Democratic Republic of Congo, and The Republic of Congo.

The network is led by Justice and Peace Congo (JPC), based in Kinshasa, which works to promote good governance and strengthen electoral processes. Since the DRC’s first democratic elections, JPC has deployed Electoral Observation Missions and, in 2018, mobilised more than 40,000 observers in what was its largest mission to date.

As part of the AHEAD Africa project, ORDRE will officially establish its governance and institutional structures, develop a permanent dialogue with key regional actors such as ECCAS, ROGEAC, national electoral commissions, and technical and financial partners, and will build the technical, organisational, and strategic capacities of its seven member organisations. These efforts will strengthen the network’s sustainability and its ability to contribute to electoral integrity and democratic governance across Central Africa.
