Founded in 2012, le Cadre d’Appui aux Processus Electoraux (CAPE) is a non-governmental organisation (NGO), committed to promoting peace, democracy, social cohesion, and free and transparent electoral processes in Benin and across Africa.

CAPE combines years of citizen awareness work with a proven record of election observation. Since 2015, it has deployed short- and long-term observers in Benin’s major elections — the 2015 legislative, 2020 municipal, 2021 presidential, and 2023 legislative elections — producing recommendations that support electoral reforms and gaining hands-on experience that has enabled CAPE to take its expertise beyond Benin, participating in election observation missions across the sub-region.

With support from AHEAD Africa, CAPE is preparing to work hand in hand with civil society organisations, including citizen observers, to design and carry out a comprehensive observation of the 2026 legislative and municipal elections. Beyond observation, CAPE will inspire citizens to actively participate in shaping the country’s democratic future and will champion electoral reforms by mobilising a wide range of stakeholders.
