Qui mieux pour nous le rappeler que<a href=\"https:\/\/www.linkedin.com\/in\/dr-sarah-bireete-ba103b2b\/\"> <\/a>Dr. Sarah Bireete, de la <a href=\"https:\/\/ahead.africa\/fr\/partners\/east-and-horn-of-africa-election-observers-network\/\" target=\"_blank\" rel=\"noreferrer noopener\">R\u00e9seau des observateurs \u00e9lectoraux de l'Est et de la Corne de l'Afrique (E-HORN)<\/a> et du Global Network for Domestic Election Monitors (GNDEM), qui a v\u00e9cu de l'int\u00e9rieur la fa\u00e7on dont les observateurs citoyens sont pris pour cible par des gouvernements qui consid\u00e8rent les \u00e9lections comme leur propre terrain de jeu. Un sch\u00e9ma qui s'inspire de ce que Ranaivo Dina, de l'ONG <a href=\"https:\/\/safidy-observatoire.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">SAFIDY Madagascar<\/a> appelle \u201cl'impunit\u00e9 politique\u201d.\u201d<\/p>\n\n\n\n<p class=\"has-primary-color has-text-color has-link-color wp-elements-0367db8e532194d441e3afe2939238bf\" style=\"font-size:clamp(14px, 0.875rem + ((1vw - 3.2px) * 0.612), 20px);\"><strong>L'art de la manipulation \u00e9lectorale<\/strong><\/p>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-6e669179f72499fe98d3ca58b8c9a2be\">L'observation \u00e9lectorale citoyenne en Afrique est un privil\u00e8ge rare. <a href=\"https:\/\/www.idea.int\/publications\/catalogue\/html\/global-state-democracy-2025-democracy-move\" target=\"_blank\" rel=\"noreferrer noopener\">Moins de dix pays africains<\/a> permettent actuellement aux citoyens de regarder les \u00e9lections sans interf\u00e9rence significative. Imaginez un peu. En fait, dans de nombreux contextes, nous devrions arr\u00eater d'enrober les choses et commencer \u00e0 parler d'un espace civique \u201c ferm\u00e9 \u201d et non plus d'un espace \u201c en r\u00e9tr\u00e9cissement \u201d, explique Henry Muguzi, coordonnateur \u00e0 <a href=\"https:\/\/ahead.africa\/fr\/partners\/afeonet\/\" target=\"_blank\" rel=\"noreferrer noopener\">R\u00e9seau des observateurs \u00e9lectoraux africains<\/a>.<\/p>\n\n\n\n<p>L'acc\u00e8s \u00e0 un espace civique ferm\u00e9 ne se fait pas du jour au lendemain. La manipulation \u00e9lectorale est souvent graduelle et \u00e9rode silencieusement la d\u00e9mocratie au fil du temps au profit des d\u00e9tenteurs du pouvoir, pr\u00e9vient Cheikh Fall d'AfricTivistes. La manipulation \u00e9lectorale rev\u00eat de nombreux visages : amendements constitutionnels con\u00e7us pour la survie politique, consultations publiques qui n'offrent qu'une fa\u00e7ade de l\u00e9gitimit\u00e9, coupures d'Internet, comme on l'a vu r\u00e9cemment en Tanzanie et en Ouganda. Et comme le souligne Tuntufye Simwimba de la Commission Catholique pour la Justice et la Paix (CCJP), la liste ne s'arr\u00eate pas l\u00e0.<\/p>\n\n\n\n<p class=\"has-primary-color has-text-color has-link-color wp-elements-7730b19b144cf0e3771d35ac09ff2103\" style=\"font-size:clamp(14px, 0.875rem + ((1vw - 3.2px) * 0.612), 20px);\"><strong>Qu'est-ce que \u00e7a fait d'\u00eatre un observateur \u00e9lectoral<\/strong><\/p>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-c0149eaf035fc0ba6754987ea9f1564c\">\u00catre observateur \u00e9lectoral en Afrique peut \u00eatre un emploi \u00e0 haut risque, d'autant plus que la technologie est d\u00e9ploy\u00e9e pour les traquer, les censurer et les intimider. Au Sahel et dans certaines parties de l'Afrique de l'Ouest, par exemple, les outils de cybersurveillance comme Pegasus placent les observateurs sous la surveillance constante des autorit\u00e9s de s\u00e9curit\u00e9. Au S\u00e9n\u00e9gal, par exemple, la police peut \u00e9couter les conversations t\u00e9l\u00e9phoniques des observateurs \u00e9lectoraux pour des motifs de \u201c menace \u00e0 la s\u00e9curit\u00e9 nationale \u201d. Ces menaces, combin\u00e9es \u00e0 un soutien financier limit\u00e9, d\u00e9tournent de nombreux observateurs potentiels, avertit Ellen Dingani de la <a href=\"https:\/\/ahead.africa\/fr\/partners\/electoral-support-network-of-southern-africa\/\" target=\"_blank\" rel=\"noreferrer noopener\">R\u00e9seau de soutien \u00e9lectoral pour l'Afrique australe<\/a> (ESN-SA).<\/p>\n\n\n\n<p>N\u00e9anmoins, les observateurs citoyens continuent de se manifester, mais ils doivent d'abord franchir l'obstacle de l'accr\u00e9ditation. Autrefois consid\u00e9r\u00e9e comme la r\u00e9f\u00e9rence en mati\u00e8re de l\u00e9gitimit\u00e9, l'accr\u00e9ditation est de plus en plus utilis\u00e9e comme un outil d'exclusion plut\u00f4t qu'une simple formalit\u00e9, note Marcus Agenga d'E-HORN. Alors que les citoyens ne devraient m\u00eame pas avoir besoin d'une autorisation pour observer leurs propres \u00e9lections, insiste Mulle Musau d'E-HORN. Et m\u00eame les observateurs officiellement accr\u00e9dit\u00e9s ne sont pas toujours en s\u00e9curit\u00e9, pr\u00e9vient Perry Aritua du Women\u2019s Democracy Network, rappelant les r\u00e9centes \u00e9lections en Ouganda.<\/p>\n\n\n\n<p class=\"has-primary-color has-text-color has-link-color wp-elements-f59a4f4246ac9354f9284ae303321e0b\" style=\"font-size:clamp(14px, 0.875rem + ((1vw - 3.2px) * 0.612), 20px);\"><strong>Un besoin d'inverser le r\u00e9cit<\/strong><\/p>\n\n\n\n<p class=\"has-text-color has-link-color wp-elements-1945106bba9e987f29cbd9ad7bda6c5a\">La mani\u00e8re dont l'\u00c9tat per\u00e7oit les observateurs Importe. Trop souvent, les r\u00e9gimes autoritaires les d\u00e9peignent de plus en plus comme des criminels et qualifient les observateurs de d\u00e9linquants pour avoir d\u00e9nonc\u00e9 des irr\u00e9gularit\u00e9s, note Abel Yves Bassa du <a href=\"https:\/\/ahead.africa\/fr\/grantee\/cadre-dappui-aux-processus-electoraux\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cadre d\u2019Appui aux Processus \u00c9lectoraux<\/a> B\u00e9nin. La reconnaissance et le respect de leur r\u00f4le est la premi\u00e8re \u00e9tape vers des \u00e9lections libres et \u00e9quitables. \u00c0 cet \u00e9gard, les pr\u00e9senter non pas comme des d\u00e9linquants mais comme des d\u00e9fenseurs de la d\u00e9mocratie est essentiel, d\u00e9clare Nerima Wako de Siasa Place.<\/p>\n\n\n\n<p>Les observateurs \u00e9lectoraux ne sont pas le probl\u00e8me, ils sont la solution. Dans ce sens, pour les prochaines \u00e9lections de juin en \u00c9thiopie, le Bureau national des \u00e9lections d'\u00c9thiopie (NEBE) a accr\u00e9dit\u00e9 plus de 169 OSC pour fournir une \u00e9ducation civique et \u00e9lectorale, et plus de 45 OSC pour mener des observations \u00e9lectorales.<\/p>\n\n\n\n<p class=\"has-primary-color has-text-color has-link-color wp-elements-a551fd65f0bcd7533b850f9ff6056e91\" style=\"font-size:clamp(14px, 0.875rem + ((1vw - 3.2px) * 0.612), 20px);\"><strong>La voie \u00e0 suivre<\/strong><\/p>\n\n\n\n<p>Cela peut sembler paradoxal, mais \u00e0 mesure que les environnements deviennent plus restrictifs et in\u00e9vitablement dangereux, le r\u00f4le des observateurs \u00e9lectoraux devient encore plus crucial. Alors que les gouvernements deviennent plus habiles \u00e0 manipuler les \u00e9lections, les observateurs citoyens ne peuvent plus se limiter au jour du scrutin ; ils doivent surveiller les processus politiques et l\u00e9gislatifs tout au long de l'ann\u00e9e et \u00e9tendre leur travail \u00e0 l'\u00e9ducation civique, \u00e0 la litt\u00e9ratie m\u00e9diatique et \u00e0 d'autres formes d'engagement public.<\/p>\n\n\n\n<p>Les observateurs devraient \u00e9galement tirer parti des technologies m\u00eames utilis\u00e9es pour les r\u00e9primer. Cela implique l'utilisation d'outils de communication sophistiqu\u00e9s, de cartes SIM internationales qui restent fonctionnelles si Internet tombe en panne, et d'alternatives de basse technologie telles que les r\u00e9seaux 3G. Les partenariats avec les r\u00e9seaux de la diaspora et les syst\u00e8mes s\u00e9curis\u00e9s et automatis\u00e9s : parfois m\u00eame l'utilisation du dark web peut aider davantage les observateurs \u00e0 partager des informations et \u00e0 amplifier le contr\u00f4le public.<\/p>\n\n\n\n<p>Mais les outils et la technologie seuls ne suffisent pas. Comme le souligne Henry Muguzi, un \u201ceffet dissuasif\u201d \u00e9merge, les organisations \u00e9vitant de plus en plus la collaboration par peur. Dans ce contexte, la solidarit\u00e9 devient plus importante que jamais. Avec la diminution des financements, les observateurs doivent travailler de mani\u00e8re strat\u00e9gique et efficace, insiste Olufunto Akiduro d'International IDEA. Il est imp\u00e9ratif de collaborer entre nous pour maximiser des ressources limit\u00e9es et ne pas entrer en comp\u00e9tition pour d\u00e9truire notre propre secteur et explorer d'autres sources de financement, insiste Giovanna Tanzi. Pour des interventions plus cibl\u00e9es dans des contextes o\u00f9 des \u00e9lections sont susceptibles d'\u00eatre entach\u00e9es d'irr\u00e9gularit\u00e9s, les observateurs \u00e9lectoraux doivent d\u00e9ployer des interventions moins co\u00fbteuses et plus cibl\u00e9es, d\u00e9clare Ba\u00efdessou Soukolgu\u00e9.<\/p>\n\n\n\n<p>Ces discussions et recommandations s'inscrivent dans le cadre du S\u00e9minaire sur l'apprentissage exp\u00e9rientiel 2026, organis\u00e9 du 23 au 24 mars \u00e0 Addis-Abeba (\u00c9thiopie) dans le cadre du projet AHEAD Africa cofinanc\u00e9 par
